RULES FOR THE SOLDIERS
A special regulation has been drawn up for the mission’s troops during their stay in Albania:
A) FULL RESPECT FOR INTERNATIONAL LAW.
B) SELF-DEFENSE:
That is, the right of the contingent commander to take all necessary measures to protect his own troops.
C) MILITARY NECESSITY: this means that force may be used when there is no other possible military means to protect the mission.
D) DUTY TO WARN: before force is used, where there is danger, every possible effort must be made to avoid confrontation, starting precisely with warning procedures.
E) DUTY TO USE MINIMUM AND PROPORTIONATE FORCE: this is practically the principle of proportionality, meaning that any use of force must be limited to the lowest possible levels in terms of both intensity and duration.
F) DUTY TO AVOID UNWANTED DAMAGE.
G) PROHIBITION OF PUNITIVE USE OF FORCE.
H) RIGHT TO DEFEND ONE’S OWN POSITION: this means that military units are not obliged to withdraw or abandon their positions simply because they must avoid the legitimate use of force.
I) RIGHT TO USE FORCE, IN ACCORDANCE WITH THE PRINCIPLE OF "JUS NECESSITATIS": this is intended to protect persons from serious criminal acts.

The controversy over aid begins
TIRANA - All the grain has been stolen from the state reserve depots of the country. Around 80,000 tons of wheat had been stored for emergencies, but were taken and distributed within just two days by residents from all over the country. This entire quantity would have been enough to feed the population of the country for about six months. According to the director general of state reserves, Hekuran Skuqi, all the depots have been looted and all quantities of grain and other stored materials have been taken. But in addition to the looting of grain and food, about 20 percent of the depots have been destroyed or burned. However, the managers of the Reserves say that the warehouses are ready to receive the food goods that will be brought as aid from European countries. Meanwhile, controversy has also arisen between this institution and the Government over the plan for distributing food aid.

TIRANA - An inspection mission at a depth of 800 meters, to film and see the ship from the great tragedy in the Otranto Channel. Here yesterday the Brindisi Prosecutor, Leonardo de Castri, who is leading the investigations being carried out by the Italian side into the Otranto tragedy, was stationed. The retrieval of the corpses from the sea, this was the request of the family members, who had been able to survive the drowning in the sea, people had just been brought ashore by the Italian warship, after the collision with which the Albanian ship had sunk. In this same request we have also insisted along with citizens from Vlora with whom the Albanian Defense Minister Vujaj and the head of the navy and the Italian Prime Minister Romano Prodi had previously met. In the grand reception they gave Prodi, the people of Vlora asked that the operation to recover the bodies of the Albanians be assisted. Precisely, after many controversies over the responsibility of the Italian side and the accusations of eyewitnesses to the tragedy in which more than 80 people lost their lives, including many children and women, the Italian prosecutor’s office in Brindisi has also started investigations. The day after the tragedy the prosecutor had ordered the seizure of the warship that caused the incident. Meanwhile, yesterday, by order of the Prosecutor of Brindisi, De Castris, a team of experts was also formed, who will explore the depths of the sea, where the sunken ship will be filmed with the help of underwater cameras. This, as well as other data that will be collected from the exploration, will be studied to determine whether the Albanian ship surfaced and sank taking with it dozens of people.

TIRANA - "There can be no talk of free elections without the South being disarmed". This was the latest political position expressed yesterday by the leader of the PD, Tritan Shehu. EBRD warned Tirana
TIRANA - "The European Bank for Reconstruction and Development privately warned the Albanian authorities that the pyramid schemes were destined to fail". The shocking fact is made known for the first time by the vice president of this Bank, Ron Freeman, during a press conference in the English capital, London.
The senior EBRD official organized an official visit to Tirana in his year, explains the economic balances of the former Eastern European countries after the fall of communism, and stated that "we spoke with the Albanian authorities and made it clear to them that the application of pyramid schemes is a disaster".
The vice president of the European Bank for Reconstruction and Development, Ron Freeman, revealed that "the alarm was conveyed to the Albanian authorities as far back as eight months ago, based on an EBRD report it had with them," according to a statement sent to Reuters.
The senior Bank official even explained the reasons why the international community did not do more to help Albania avoid falling into a pyramid system. "The internal report and our position on this issue were based on the bank’s duty to enter high-level tourism and European high financial tourism, it is for a visit and member ministers such as the French, Arben Malaj[?]"

The surgeon loses his life
TIRANA - Dr. Zef Shazi has died in the surgical ward. The 44-year-old surgeon was wounded on 10 April by an armed man while he was giving assistance to his patient at the Shkodër hospital. The four bullets from the automatic weapon that hit the surgeon were discharged and killed him instantly on the spot. A few hours later, the doctors in the department were preparing to transport him by helicopter to the Military Hospital in Tirana. Specialized helicopter and medical center teams arrived and operated on the surgeon to remove the last bullet that had remained in the abdomen of the pediatric doctor who was on board the helicopter to accompany surgeon Shazi. Afterwards the doctors decided that their colleague should be sent for treatment at the highest level of medicine, but it was impossible. The surgeon was lost on the morning of 14 April. The Ministry of Health yesterday expressed its deep condolences to the family, relatives and colleagues of surgeon Shazi, who lost his life after an absurd attack, all the more so because the criminal weapon that ended the life of the husband and father was thought to be a rescue.
Yesterday too, in the premises of the civil hospital of Shkodër, the final honors were paid and thousands of people took part in the homages, from unknown persons who managed to kill a patient who was in the operating room where the surgeon was present, only the wounded citizen with a mask, whose shots from his weapon were fatal for the injured man. One was in the hands of the doctors.
During today, another fifty-one injured people were taken to the hospital to receive medical help, all of them shot with firearms. The white coats have asked for reinforced help from the order authorities and the local power, more guarantees for them. The doctors’ union of the Shkodër district has joined such a request.
